Private Pilot Ground School

If you are interested in joining our Private Pilot Ground School, please call the office at 256-880-9495. The initial class will meet Tuesday June 8th at 1730 hrs here at the RAFA classroom. You will not need to bring in your supplies for the initial meeting. Tuition is $150 and the Jeppesen Private Pilot Kit (part 61) is $225. The Private Pilot Ground School is designed to assist the student pilot in preparation for the FAA Private Pilot Written Exam, as well as provide a refresher course for experienced pilots wishing to brush up on their skills.

Pilot Certificates

As a reminder to those very few who still have the old paper pilot certificates (not student, just private and higher certifications); these will no longer be valid after March 31, 2010. You must request the new certs through the FAA: http://www.faa.gov/licenses_certificates/airmen_certification/certificate_replacement/

We hope the flying is going well with everyone as we enter the fall season. Typically good weather for us but watch those crosswinds!

High Altitude Chamber

Attention members, Interested in advanced pilot training: Caroline Milts one of our members is organizing another trip to Columbus Air Force Base (CAFB) in Mississippi to participate in their FAA flight physiological training program.

We have a date scheduled 25 Sept 2009 for the High Altitude chamber at Columbus AFB. There are 18 slots available. You will need to arrange your own transportation (flying is preferred). If you have any questions you may contact Caroline Hodges at chodges@pdcpm.com

Open House June 13, 2009

Folks,
Be sure to mark your calendar to come out and support our Open House, June 13, 2009. As most of you know, this is our chance to promote the Flying Activity and help enroll new student pilots.

With this being said, we are in need of volunteers in order to make this happen. The areas we need help are as follows. Registration/Sales booth, Dispatching Flights, Pre-Flight Briefers, taking Photos, Passenger Escorts, Security, Safety, Ask a Pilot Booth, Fuel and Marshalling Support. This year the Officers and Civilians Club will be doing the cooking for us.

All volunteers who complete an Open House shift will be entered into a drawing for one free hour of flight time; a total of five hours will be given away. So come and spend a great day promoting the Activity and general aviation!

If you can spare some time to volunteer please contact Tim Thompson (880-9495 tim.thompson@us.army.mil) or Mildred Lancaster (881-3980 mildred.lancaster@us.army.mil) and let us know what position you would like to help out in. We will also have a signup list at the front counter. We look forward to your involvement.

Updated C-172 Exam

The new exam contains questions for the STC conversion of 9791F, now rated at a full 180 HP. Upgrades include: new propeller with a flatter pitch, a new tachometer to indicate new operating ranges, an airspeed indicator with new operational speeds, and a newly calibrated EGT. The empty weight remains the same but the gross weight (thereby payload) has been increased by a full 100 pounds! Most of the performance figures have also enjoyed positive changes and are indicated in the POH supplement and Fly-Away books.

The next RAFA IFR Ground School will begin on Tuesday 5/23 at 5:30 pm. The course will run through the summer, ending on 8/22. The course will meet every Tuesday and will be taught at RAFA. The course will follow the Jeppesen IFR Curriculum and text book. The course will prepare IFR pilot candidates for the FAA's IFR Knowledge Test. Fall Open House

Well folks, it is that time of the year again. We are scheduled to conduct our fall Open House on Saturday, the 1st of October, from 9:00 AM to 3:00 PM (0900-1500). Please mark your calendars, tell all of your friends and neighbors, and bring your young ones. There will be something for everyone. As usual we will be offering mini-flying lessons for the Redstone Community. Our goal is to recruit new members, and introduce young folks to the world of aviation.

As always, we cannot make this event happen without the aid of volunteers. If you would like to help, please contact Ms. Mildred Lancaster, Tim Thompson, or Tom Sharp for details and to get assigned a duty position. CFI’s, please be prepared. We need you all in attendance.

N35553 New Engine

Dear Members,

The maintenance crew is pleased to announce that our C-172I, N35553 has been fitted with a new Textron Lycoming factory-overhauled engine, the initial break in procedures have been completed and the aircraft is now available for immediate rental.

The new engine still requires another fifty hours of break in; therefore, please observe the following procedures:

- Use only Aeroshell 100 straight mineral oil in bottles in the oil cabinet that are specially labeled for N35553.

- Ground run time must be kept to a minimum, which is vitally important to the health of the engine.

- Do not ever run engine at high RPM and aggressively lean in an attempt to clear fouled plugs. Violators will receive evil looks and treatment from maintenance staff. Return aircraft to maintenance shop for heavily fouled plugs.

Since 1992, AOPA President Phil Boyer has held AOPA Pilot Town Meetings across America, reviewing national developments in General Aviation and engaging pilots on local GA issues. In more than 260 such meetings, Boyer has set the pace for direct communication with the nation's pilots. AOPA's Pilot Town Meetings offer pilots and aircraft owners a lively forum in which to discuss matters that are important to them, exploring issues and concerns with AOPA's president and with each other. TSA Update

ATTENTION ALL MEMBERS

As most of you are aware, the new TSA (Transportation Security Administration) rules regarding the verification of U.S. Citizenship or eligibility of non-citizens to begin or continue flight training, has raised a great deal of controversy. The TSA has granted a reprieve concerning any actions prior to December 20th, 2004; except for aliens wishing to begin flight training and that do not possess a valid FAA airman’s certificate issued prior to October. 20, 2004. They are also publishing clarification statements regarding the new regulations.

As a convenience to pilots and student pilots here is a quick update of how these rulings currently stand.
- All members with a valid airman’s certificate will not need to show any proof of citizenship unless they begin training toward a new rating. Rated pilots currently pursuing a new rating will have to show proof of citizenship prior to December 20th, 2004.
- All unrated student pilots will be required to show proof of citizenship prior to December 20th, 2004.
- Proof of citizenship or legal eligibility of non-citizens must be shown per TSA requirements prior to December 20th, 2004 before pursuing flight training.
- Flight schools and/or flight instructors will not be required to photocopy proof of citizenship documents and maintain a record of those documents for five years, as the first TSA ruling advised. As things currently stand the proof of citizenship documents will have to be shown to the flight instructor or staff of the flight school and a written, signed statement (kept on file) or logbook endorsement be made reflecting that the documents were shown and the type, control number or expiration date of same documents.
- Most common proof of citizenship documents; birth certificate or valid pass port

The staff of the Redstone Arsenal Flying Activity will educate all members of TSA requirements and the protocols to be met for the Redstone Flying Club no later than October 29th, 2004.

TSA Citizenship Requirement

The Transportation Security Administration (TSA) is requiring more strict attention to individuals receiving flight training. In accordance with 49 CFR Part 1552, the TSA has issued an interim final rule requiring all persons who receive flight training (this is broken down by size of aircraft but includes us in the 12,500 lb or less aircraft) to show proof of citizenship prior to commencement of that training. The rules become extremely more difficult if you are not a US citizen (documents, photos, fingerprints, application to TSA, application fee).

This ruling is to take effect 20 October 2004 and is mandatory. With this, we need all members to submit proof of citizenship (a copy will be made) to Mildred or Tim no later than October 31st or prior to receiving any flight instruction, whichever occurs first. This proof may be in the form of any of the following:

Valid unexpired U.S. passport
Original birth certificate and government-issued picture ID
Original U.S. naturalization or citizenship certificate with raised seal and government-issued picture ID
Original certificate of U.S. citizenship and government-issued picture ID
Flight instructors will be required to receive initial and annual security awareness training which must be initially completed prior to January 18th, 2005. The Flying Activity will put together a program for this training.

After 20 October, each flight instructor must insure a record of US citizenship is in the member’s personnel file prior to providing any flight instruction. For non-US citizens, please get with Tim or myself to assist with the application process. Remember, flight instructors will NOT be able to perform flight training following the 20th without this information available to him/her and in our records.

This ruling is applicable to all flight students and FAA certificated flight instructors providing training, everywhere! AOPA is attempting to delay the effective date for at least 90 day but I have not heard of any changes as of this email.

We apologize for any inconvenience this may cause but are simply obligated to comply. Having this information on file for all members is the seemingly best approach to insure compliance. As usual we will be offering mini-flying lessons for the Redstone Community. Our goal is to recruit new members, and introduce young folks to the world of aviation. As always, we cannot make this event happen without the aid of volunteers. If you would like to help, please contact Ms. Mildred Lancaster, Tim Thompson, or Tom Sharp for details and to get assigned a duty position. CFI’s, please be prepared. We need you all in attendance.

T-Shirt Contest

It is time to submit your T-shirt designs! The contest is for designing of two T-shirts. The first will ultimately be a t-shirt you can purchase and proudly wear proclaiming to the world that you are a proud member of our club. The other will be used exclusively as a prize for those who fly during our OPEN HOUSE INTRO-FLIGHTS. Art will be displayed on the back of the t-shirt; the MWR logo will be embroidered on the front pocket. The INTRO-FLIGHT shirt must have the year (2004) incorporated into its design. You may drop off your entry at the Flying Club or email them to timothy.thompson@redstone.army.mil. Hurry, don’t be the last to enter! We have extended the due date for submittals until 12 April 2004.

Engine Preheater Now Available

The Flying Activity now has a fully operational engine preheater available for use by all pilots, which will be located in front of the maintenance hangar. All engines are to be preheated when cold soaked at 30°F or below.

Since the pre-heater is a propane gas combustion device there is potential for fire damage. Do not attempt to use the pre-heater until checked out by maintenance personnel. Under no circumstances is the preheater to be left unattended while in operation. Violators will be fined. If anyone needs to make an after hours appointment to get a check out on using the preheater call 256-880-3735.

Dear RAFA Members,

At this time we are simply unsure of when the runway privileges at HUA will be restored. We are hoping before Nov. 15, but are not going to announce any dates until we get official notification from HUA Army airfield operations. N5456K, N89358 currently require a 100 hour inspection, N736ZX will follow shortly. We obviously cannot perform these inspections on the ramp at HSV where the aircraft are currently "trapped". The C-172 N35553 is awaiting parts to complete a 100 hour inspection, ETA of these parts is approx. Nov. 20th. We are undergoing negotiations with HUA Airfield commander to give us a small window to ferry aircraft between HSV and HUA for maintenance purposes. Unfortunately we cannot promise any C-172's will be dispatchable by this weekend. Until we can begin the 100 hour inspection and determine what amount of maintenance the aircraft will require, we cannot make a hard determination on a return to service date. I apologize for the inconvenience, we will give every effort to have all grounded aircraft up as soon as possible. This runway closure is a huge inconvenience for the maintenance staff as well as all members, and we are doing everything we possibly can to keep the aircraft up with what facilities we have.
